I’ve wondered with bikes - where should the center of gravity be? Should it be as low as possible, or somewhere closer to the rider's own center of gravity?

i’d say as low as possible.

In the lower half of the ‘safety triangle’, the three points being the axles and the rider’s head. But if you manage to get it real low, you need to have a steering damper, because the bike will shake too easily.

If the CoG is very low, there is very little moment of inertia at the steering head. Therefore the handlebars feel super light. Any uneven drag on the tire can steer the bike.
